Cyprus Permanent Residency by Investment 2025 Program
For investors seeking permanence in the EU without a full relocation burden, Cyprus is a stable jurisdiction. Its Permanent Residency by Investment program grants non-EU nationals indefinite residence based on a €300,000 (plus VAT, where applicable) qualifying investment. Since 2023, the rules recognise additional asset classes alongside real estate, giving families more latitude in how they structure entry, including commercial property, Cyprus company share capital (with local substance and staff), and units in Cyprus-regulated funds.

Permanent Residence in Cyprus – Regulation 6 (2)
Cyprus grants non-EU nationals the right to reside indefinitely through its Permanent Residency by Investment program. To qualify, applicants must invest at least €300,000 plus VAT in approved assets and demonstrate sufficient annual income. The permit remains valid provided the requirements are met and the holder visits Cyprus at least once every two years.
Qualifying Investment (minimum €300,000 net):
- New residential property purchased directly from a developer (plus VAT).
- Commercial real estate such as offices, shops, or hotels (new or resale).
- Share capital in a Cyprus-registered company with a physical presence and at least five employees.
- Units in Cyprus-regulated collective investment funds (AIF, AIFLNP, RAIF).
Income Requirement (since May 2023):
- Main applicant: €50,000 per year (from abroad).
- Spouse: + €15,000.
- Dependent child: + €10,000.
- Parents and in-laws are no longer eligible.
- Annual proof of income is required to maintain residency.
Conditions:
- Applicant may not work as an employee in Cyprus (directorships and business ownership permitted).
- Must maintain accommodation in Cyprus (owned or rented).
- Must visit Cyprus at least once every two years.
